Origins & Education

Born in 1958 in Annaba, Algeria, Mohamed Tayeb Laskri is a prominent Algerian researcher and academic specialized in computer science and artificial intelligence. He completed his secondary education at the Technical High School of Annaba before pursuing his academic studies at Badji Mokhtar University in Annaba.

His initial training led him to obtain a degree in Computer Engineering, laying the foundation for his future expertise. His higher academic education was marked by obtaining a 3rd cycle Doctorate in Computer Science in France in 1987, demonstrating his early specialization in this rapidly expanding field. He continued his doctoral research in Algeria, where he obtained his State Doctorate in Computer Science, specializing in Artificial Intelligence, at the University of Annaba in 1995, thus establishing his expertise and scientific maturity in this discipline.

Scientific Career

Mohamed Tayeb Laskri's scientific career is characterized by a deep commitment to research in artificial intelligence and its applications. From 1987 to 2010, he held the position of Head of the Artificial Intelligence Research Group (GRIA) within the Computer Science Research Laboratory (LRI) at the University of Annaba, thus directing research activities in this strategic field.

His research work primarily focuses on reasoning in artificial intelligence, with applications in several specific areas: image processing, multi-agent systems, human-machine interface engineering, and natural language processing. This multidisciplinary approach reflects his holistic vision of artificial intelligence and its potential applications.

His scientific output is considerable: he is the author and co-author of several educational works that have contributed to the training of new generations of computer scientists. He has also published numerous articles in indexed international journals, thus actively participating in the dissemination of knowledge and the advancement of research in his area of expertise.

His academic career has also involved significant administrative responsibilities. He held the position of Rector of Badji Mokhtar University in Annaba from 2002 to 2010, and also served as President of the Scientific Council of this same university. His expertise was sought to chair the Board of Directors of the University of Belabbes and that of the University of Guelma. In 2009, he chaired the CEMUR Consortium (Europe-Maghreb Cooperation of Networked Universities), strengthening international collaborations in the university field.

Since November 14, 2022, he has held the position of Rector of Kofi Annan University of Guinea in Conakry, where he continues his commitment to the development of higher education in Africa. He is also the President of the Council of this university. Concurrently, he directs the Master's program in Artificial Intelligence and Data Science (IASD) at this same university, thus continuing to train specialists in these future-oriented fields.

Since January 2025, he has been a member of the General Advisory Committee (CCG) of the African and Malagasy Council for Higher Education (CAMES), thus extending his influence on higher education policies at the continental level.

Distinctions & Recognition

Recognition of Mohamed Tayeb Laskri's expertise has been manifested through his appointment to important scientific and institutional functions. He is a founding member of the Arab Computer Society (ACS), which testifies to his pioneering role in the development of computer science in the Arab world.

His expertise has also been recognized at the national and continental political level. He was a member of the Council of the Nation (Senate) in Algeria from 2010 to 2022, where he chaired the committee on foreign affairs and the Algerian community established abroad. He also held the position of vice-president of the committee on education, higher education, scientific research, and religious affairs within this same institution.

At the African continental level, he was a member of the Pan-African Parliament of the African Union from 2002 to 2017, where he held important positions of responsibility: President of the North Africa Regional Group and Vice-President of the Transport, Energy, Communication, and Technology Commission.

His efforts for the development of higher education and the promotion of innovation in Guinea have been rewarded with several distinctions:

  • Award for the 50 Managers who vitalize business in Guinea 2024, presented at the 15th edition of the GUINEA COMPANY AWARDS
  • Award for the best private university in Guinea 2023, presented to Kofi Annan University at the 14th edition of the GUINEA COMPANY AWARDS
  • Grand Prix for Social and Economic Impact 2024 from the 2nd edition of THONHO

Impact & Influence

Mohamed Tayeb Laskri's impact on the development of computer science and artificial intelligence in Algeria and more broadly in Africa is considerable. As a pioneer of artificial intelligence research in Algeria, he has contributed to the emergence and structuring of this field in his native country.

His influence also extends to the field of higher education, where he has held strategic leadership positions in several universities. Through these functions, he has been able to guide the development of academic programs and strengthen the importance of computer science and artificial intelligence in university curricula.

His active participation in national and continental political institutions has allowed him to influence public policies in the areas of education, scientific research, and international cooperation. This dimension of his career illustrates his conviction that science and technology must be integrated into strategic thinking at the highest level.

He is the first initiator of the creation and implementation of the university Master's program in Artificial Intelligence and Data Science (IASD) in higher education in Guinea in 2023, thus contributing to the introduction of these cutting-edge disciplines into the Guinean educational system and to the training of the next generation of African specialists in these strategic fields.
